Overview
The main focus of the Community is to grow engagement from stakeholders who affect various facets of
electromagnetic spectrum operations, management, and policy, both in the United States and abroad. By
promoting greater collaboration and helping to disseminate new techniques and ideas, the Community aims to
bring together members from government, military, industry, and academia, in order to face the many
challenges posed by the increasingly congested and contested electromagnetic spectrum environment.
The Community will provide an opportunity to collectively share knowledge and experience to enhance
operations and decision-making in the EMS domain, including:
- Provide a forum for communication and collaborating on EMS-related issues within the MORS community.
- Meet during the annual MORS Symposium where possible, and regularly throughout the year via in-person
and virtual presentations at varying levels of classification:
- Identify and develop useful approaches across the wide range of tools and techniques of
relevance to EMS operations, including modeling and simulation, spectrum sharing, and electronic
warfare.
- Discuss emerging and completed projects of significance related to spectrum management, policy,
and operational applications.

Share insights, lessons learned, and joint sessions with other MORS Composite Groups and Working
Groups such as Cyber and Modeling and Simulation.

Document updates, outcomes, presentations and knowledge to enable broader information sharing.

Report regularly to the MORS Leadership (CoP Chair) on the status of the community of practice.
- Share significant upcoming OR events such as MORS Special Meetings, future EMS-related
workshops, and other relevant DoD briefings.

Maintain a web site identifying and summarizing the EMS efforts and related OR capabilities and
activities within the MORS Community.
Industry, Academia and Government from senior managers to junior employees will be welcome to join the
Community. Community members are to have a desire and willingness to work together to contribute to greater
electromagnetic spectrum expertise and effectiveness through the EMS COP.
