Overview:
This course is intended for operations research analysts wishing to learn about the methods and techniques that underpin campaign analysis. Campaign analysis is unique in its challenge to analyze long timelines, large geographical areas, heterogeneous assets, parallel and sequential heterogeneous missions, and multiple factions.
Throughout the course, participants will be provided with:
- An overview of campaign analysis
- How it's applied in the community
- A description of common campaign tools
- A review of applicable MS&A techniques
- A demonstration of building elements of a campaign model
This course is not tool-specific, but will focus on application of fundamental operations research techniques to campaign analysis.

Instructor
Dr. Andrew J. Turner
Dr. Andrew Turner is currently an Operations Research Manager at Northrop Grumman Aeronautics, Research and Advanced Design, where he leads campaign analysis and mobility analysis. Additionally, he works closely with the D.C. strategic analysis community by participating in wargames hosted by various think tanks. Andrew holds a B.S., M.S., and Ph.D. from the Georgia Institute of Technology in Aerospace Engineering. He has 15 years of experience in defense modeling, simulation, and analysis in both research and practice roles. He currently serves as the Immediate Past President of MORS and leads the Campaign Analysis Community of Practice. In 2022 he chaired the Campaign Analysis Workshop for MORS.
Mr. Stephen McCarty
Mr. Stephen McCarty is currently the Campaign Modeling Branch Head, OPNAV N81C2, on the Navy Staff in the Pentagon. He has over 16 years of joint campaign analysis experience in joint and service level analytical organizations. Stephen is a graduate of West Point and has master’s degrees from Old Dominion University in Operations Research/Systems Analysis and the Army War College in Strategic Studies. He serves on the MORS Board of Directors and won the 2024 Rist Prize as part of the team supporting Security Assistance Group – Ukraine with campaign analysis.
Dr. Alicia Sudol
Dr. Alicia Sudol is currently an Associate Technical Fellow at Lockheed Martin, Advanced Development Program. She has over 10 years of experience in multi-resolution/multi-domain modeling and simulation, mission engineering, and model-based systems engineering. Alicia has an M.S. and Ph.D. from Georgia Tech’s Aerospace Systems Design Lab. She serves on the MORS Board of Directors and co-chaired the working group on Training and Growing the Workforce for Campaign Analysis during the 2022 MORS Campaign Analysis Workshop.
Mr. Michael Warme
Mr. Michael Warme is currently a branch chief in the Campaign Analysis division at the Center for Army Analysis. He is a graduate of the mathematics department at Virginia Tech, and holds a master’s degree in Operations Research from the Florida Institute of Technology. Mr. Warme served as the MORS Campaign Analysis working group chair for the past four years, was a 2021 Rist prize finalist, and won the 2021 Army Operations Research Society Wilbur Payne award as part of a team modeling epidemiological spread of COVID-19.
Mr. Brian Morgan
Mr. Brian Morgan is a Senior Lecturer in the Operations Research Department at the Naval Postgraduate School. He instructs courses in probability and statistics and campaign analysis. His research interests include campaign analysis, the intersection of game theory and great power politics, military capabilities that produce a “crisis in warfighting confidence” in an adversary, and data storytelling to support decision making. As an active duty Navy officer, he was assigned to the Assessment Division (OPNAV N81), where he coordinated the Navy’s campaign analysis efforts across the Office of the Secretary of Defense, federally funded research and development centers, Joint Staff, and Service analytic commands. Mr. Morgan served as the 55th President of the Military Operations Research Society.
