The Office of the Secretary of Defense (OSD) Command, Controls, Communications and Cyber Business Systems (C3CB) will host a Military Operations Research Society (MORS) workshop in October 2018 in the National Capital Region focused on cyberspace wargaming and analytics.  The primary objective of the workshop is to collaborate on data, models and wargaming best practices plus lessons for current cyberspace wargames and operations.  This includes describing the current state, clarifying gaps and developing solutions for cyberspace operations data, models and wargaming.

We’ve now experienced over 10 years of cyberspace operations where adversaries have been writing the rules of the game for cyberspace and combined cyber-kinetic operations.  The purpose of this workshop is to share and record the knowledge gained from the community’s recent experience in developing cyber assessments and wargames.  In addition, we will also look at both analytic tools for operations support and techniques for project, program, and portfolio management in the Department of Defense (DoD).  Attendees will gain a valuable understanding of the tools, skills, and knowledge required and assist in developing the way ahead for cyber wargaming.  Some of the discussion topics will be:

  1. Do current data taxonomies support the needs of operational through programmatic decision makers?
  2. Methods used to generate metrics and their usefulness to operational and programmatic decision makers.
  3. Metrics collection techniques and data validation.
  4. Operational and tactical cyberspace assessments to support the military decision making process.
  5. Unique indicators in cyberspace and how best to correlate with specific, desired effects.
  6. Examples of effective and efficient metrics and how best to present to decision makers.

The special meeting is hosting a game night at the DoubleTree by Hilton McLean Tysons in place of the traditional special meeting social.  This event will allow attendees not only the opportunity to socialize but also games and techniques in a fun, inviting setting to add to their repertoire.  The game night will be $15. Game night attendees will be provide light fare and a cash bar is available as well.  Attendees can expect a number of wargames at various levels.  These will include single play/opponent games as well team or multiplayer games.

Keynote Speakers:

John TDr. John T. Hanley Jr., Ph.D. is currently an independent consultant working on strategic studies and gaming.  He served as the Deputy Director for Strategy Management in the Office of the Director of National Intelligence during the period March 2010 to March 2012.  His responsibilities included developing a strategic assessment process to inform top-down guidance and create shared vision, values and strategies within the Intelligence Community, bringing strategic thinking to strategy-to-budget processes, and leading the Galileo Program to promote and reward innovation within the IC. 

Prior to joining ODNI, Dr. Hanley served in the Office of the Secretary of Defense developing long-term strategies (2008-2009), as Deputy Director for Acquisition Concepts implementing acquisition reform (2007-2008), and helped stand-up the Office of Force Transformation as Assistant Director for Risk Management (2002-2003). 

Other government service included Special Assistant to Commander-in-Chief of U.S. Forces in the Pacific (1998-2002), and Program Director of the Chief of Naval Operations Strategic Studies Group 1985-1998.

At the Institute for Defense Analyses (2002-2010), Dr. Hanley was Deputy Director of the Joint Advanced Warfighting Program.  In the private sector, he was a Principal Analyst and Vice-President at Sonalysts, Incorporated (1977-1985).

He served five years on active duty in the Navy, as a nuclear submarine officer (1972-1977), and an additional twenty-three years in the Naval Reserve (1977-2000), including three command assignments.

Dr. Hanley earned an A.B., magna cum laude with highest distinction (1971), and an M.S. in Engineering Science from Dartmouth College (1973). He wrote on war gaming for his Ph.D. in Operations Research and Management Science from Yale University (1991).  His awards include the Meritorious Service Medal (third award), the Navy Superior Civilian Service Award, the Defense Civilian Meritorious Service Award, and the Director of National Intelligence Exceptional Achievement Medal.  

John T

John Garstka, a member of the Senior Executive Service, is the Deputy Director for Cyber Programs within the Office of the Deputy Assistant Secretary of Defense for Command, Control, Communications, Cyber & Business Systems; Office of the Under Secretary of Defense for Acquisition and Sustainment.  His current responsibilities include oversight of the development and acquisition of capabilities for cyberspace operations and the oversight of DoD Platform Resilience efforts.

Mr. Garstka began his career as an officer in the U.S. Air Force. He was commissioned in 1983 after graduating as a Distinguished Graduate from the U.S. Air Force Academy with a BS in Mathematics. He served on active duty in the U.S. Air Force for 10 years and in the U.S. Air Force Reserve for 15 years.

He has an extensive background in systems engineering, mission analysis, and capability development for space, communications, networking, and cyber capabilities.  His experience includes material solution analysis for space surveillance systems, communications satellites, unmanned aerial systems communications, airborne networking, cyber ranges, and capabilities for cyber situational awareness.  As an operations research analyst he conducted force structure analysis for the Air Force Officer Force and the Air Force Acquisition Workforce.  

He has written and spoken extensively on the topics of network-centric warfare, warfighting innovation, and defense transformation.
