Cognitive and Behavioral Factors Influence Command and Control

The
traditional view of Command and Control in the Department of Defense (DoD) tends
to focus on the technologies used to support these functions.
This perspective generally views technology as rational, beneficial and
progressive. Unfortunately, this
pro-technology bias may not allow us to fully consider the effects of other
systemic forces, and may limit our candid assessment of new technologies.
The
Military Operations Research Society has organized a mini-symposium/workshop
entitled "Command and Control: How Cognitive and Behavioral Factors
Influence Command & Control." The
goal of this meeting is to examine the influences and interactions of
people, specifically human factors, on command and control structures, tasks,
processes and technologies. Cognitive
and behavioral factors will be the specific human factors that will be
addressed. Cognitive factors refer
to how people think, and include how a person relates to the environment,
acquires information and makes decisions. Behavioral
factors refer to how people act, and are based on a person’s beliefs,
attitudes and intentions. The
workshop will consider technological issues only as they pertain to cognitive
and behavioral factors. For further discussion of the workshop, please read the
enclosed Terms of Reference.
This
workshop will be held 28-30 October 2003 at the Institute for Defense Analyses,
Alexandria, Virginia. Registration
will begin at 0700 on Tuesday, the 28th.
A continental breakfast will be available each day. You are invited to
apply to participate in this special meeting.
Attendance will be limited by the space available.
A specific number of slots will be reserved for issue leaders, working
group chairs, and synthesis group members.

If
you make a presentation, you must fill out a Disclosure Form (Form 712 A or B)
and submit it to the MORS Office. A
Disclosure Form is attached. An
application form to attend the workshop is also enclosed.
Registration
Fees/Tuition:
US Federal Government -
$210; All others -
$420. Attendance at the
Mini-Symposium for Day 1 ONLY is $105 for US Federal Government and $210
for all others. Please fill out the attached Working Group Preference Form and
return it with your application form. There will be a catered buffet lunch on
Tuesday.
Lunch:
The
cost of the lunch is $14.00 on Tuesday. Please include this fee with your
registration fee. Lunch will be
available in the IDA cafeteria on Wednesday and Thursday.

A
block of rooms has been reserved at the Sheraton Pentagon South Hotel, 4641
Kenmore Avenue, Alexandria, VA 22304;

$150.00 + 10% tax + $1.00 occupancy fee.
