The 17th MORS Education and Professional Development Colloquium
2-3 April 2003

Dear Colleague:

On 2-3 April 2003, the Military Operations Research Society (MORS) will hold its annual Educational and Professional Development Colloquium at the Naval Postgraduate School, Monterey, California 93943-5000.  The goal of the Colloquium is to bring great minds together and to provide a variety of presentations on all aspects of Operations Research education and the professional development of analysts.  The Colloquium provides speakers who represent OR analytical agencies, professional societies, operational field analysts, civilian and military educators, students, OR practitioners, and sponsors of OR professional development programs.  Special emphasis this year will be on the “developing analyst” and will be highlighted by a first-ever Quick-Turn Operations Research Analysis Competition.  The Analysis Competition consists of diverse groups of military and civilian students pitted against sponsor-provided, small, but realistic military OR problems.

Consistent with this year’s Symposium theme of “Military Operations Research for Tomorrow’s Warrior” the Colloquium theme is “Preparing Analysts to Support the Warrior.”  The focus this year is on the interchange of ideas between creators and benefactors of analytical talent.  This includes the independent practitioners, agency analysts, field analysts, educators, students, professional developers and warrior supporting agencies.  The program will start with several short tutorials on key topics for developing analysts and highlight the results from our MORS mini-workshop on the Combat Analyst.  Early on, our student analysts will join OR problem solving teams, venturing to return with briefings on their study results.  Our speaker program starts with agency analysts who will describe what they do and what they are expecting from their newly assigned analysts.  This will be followed by programs and insights from our sister-society, INFORMS.  We next move to presentations by our field analysts.  These are the Service support analysts providing specifics on their analytical work performed much closer to the “pointy spear.”  Presentations by our undergraduate and graduate educators will follow this session.  Our educators will discuss new educational programs, techniques, and research that will be of interest to all analysts, study agencies, and operational field units. 

Because analyst professional training takes place throughout an entire career, a special session is devoted to Service discussions on their individual Professional Development programs.  In reaching out to our OR students, we have programmed an opportunity to listen to the thoughts and comments from our current and prospective MORS Student Chapters Advisors and Cadet/Midshipman officers.  Our panel of distinguished senior analysts will judge the results of our Student Competition, and based on the merits of their team efforts, distribute awards for excellent analytical work. 

In all, the more than twenty presentations will be fast and hard-hitting—a warrior style of delivery with emphasis on operational flavor, solid content, and impact.  You will be listening and talking to experts in the field of operations research, professional educators, and practitioners who serve the Services.  You are invited to participate in this special education and professional development gathering and to witness and enjoy the first-ever student competition.  Best always, the attendance at this colloquium is at one of our finest institutions, the Naval Postgraduate School in sunny California.

The event is free, unclassified, and open to all operations research analysts, analytical agencies, educational institutions, and military operational decision makers.  Attendance will be limited by space available.  An application form to attend the workshop is enclosed.  Daily refreshments will be available on both days of the Colloquium at a cost of $20.00.

MORS has reserved a block of rooms at the Hyatt Regency Hotel at a cost of $75/night plus 10% tax and a $10/night resort fee that includes:  in-room bottled water, local phone calls, and $5.00 food and beverage credit per night to be used in one of the Hyatt’s restaurants or lounges.  Reservations must be received by the Cut-Off Date of 5:00 PM, Monday, March 3, 2003.  Reservations after the cut-off date will be taken on a space and rate availability basis.  All room reservations must be guaranteed for arrival.  Cancellation of reservations must be made 48 hours prior to arrival.  If reservations are cancelled within 48 hours of arrival, or the reservation “no shows,: the guest will be charged one night’s room and tax.  Please note that check-in time is 3:00PM and check-out time is 12:00PM.  To make reservations directly with the hotel please call 831/372-1234 or Hyatt Worldwide Reservations at 800/233-1234 or toll-free in California at 800/824-2196.  Please state that  you are in the MORS Education Colloquium group room block.

If you are presenting at the Colloquium, please fill out a MORS Disclosure Form (Form 712 AU or BU) and submit it to the MORS office.  All presentations must be UNCLASSIFIED and APPROVED FOR PUBLIC RELEASE.
