Working Group 17: Logistics, Reliability and Maintainability

Purpose:  The Purpose of the Logistics (LOG), Reliability and Maintainability (RAM) Working Group (WG-17) is to share new ideas and techniques in analysis, or novel application of existing techniques to logistics and related analyses.  This Working Group encompasses initiatives, programs, and analyses related to Department of Defense, Homeland Security, and the interaction among military branches.  This Working Group will address stability and security within each of the aforementioned groups, weapon system performance, and support to the war fighter.  Discussions will be focused on in-progress as well as completed analyses and will provide a scientific forum where members can:

1.   Identify and discuss operations research methodologies and their applicability to many Logistics and RAM problems

2.   Secure constructive peer review and recommendations for work in progress or follow-on research

3.   Report findings and assessments of completed analyses, particularly those which have had significant impact as a result of Operations Research techniques

4.   Exchange new ideas, demonstrate emerging technologies, and/or participate in critical discussions

Discussion:  This Working Group’s purview includes Homeland Security; Service / Joint / Interagency / Combined logistics doctrine and procedures; total life cycle (cradle to grave) materiel acquisition / sustainment / maintenance / disposal programs; Pentagon to foxhole logistics decision making processes; commercial to wholesale to retail procurement and distribution; strategic to operational to tactical standard logistics information systems; and Major Theater War to Small Scale Contingencies to Peacetime Operations. This Working Group continues to use the latest and most appropriate operations research techniques in order to provide the highest quality operations research analyses. Techniques include Applied Statistics, Optimization, Modeling and Simulation, Forecasting, Design of Experiments, and Decision Theory.

Major areas of interest include:

1.   Improved aspects of supply chain management both in theater and within CONUS

2.   System reliability and maintainability

3.   Sense-and-respond logistics, including embedded sensors to assess system health

4.   Methodologies for condition-based maintenance

5.   Improving forecasting and supply chain management with the context of enterprise resource planning (ERP) systems

6.   Optimization and simulation of tactical logistics/distribution systems and processes

7.   Sustainment and maintenance requirements forecasting

8.   Successful operation of distribution and logistics systems within unstable security constraints

9.   Issues related to Homeland Security

10.                 Integration of logistics models and simulations with combat models and simulations for analysis and training

11.                 Life Cycle Cost and Analysis of Alternatives (AoA) methodologies for materiel and systems to maximize readiness, availability, and life expectancy for a given cost

12.                 Analytic support for action items identified by Joint Logistics Commanders (JLC) or the Directorate of Logistics (J4), Joint Staff

13.                 Optimizing reverse logistics systems and processes to efficiently move products out of theater for reconstitution and repair

14.                 Optimization of logistics support to CONUS-based facilities

15.                 Utilizing Commercial Best Practices (CBP) from industry to find creative ways to improve government analyses.

Other Groups:  The Working Group shares pertinent information with other professional bodies, such as the Institute for Operations Research and the Management Sciences (INFORMS), the Society of Logistics Engineers (SOLE), the Council of Supply Chain Management Professionals (CSCMP), and the International Test and Evaluation Association (ITEA).
