Overview

The Emerging Techniques Forum (ETF) is driven to improve analysis and understanding throughout the defense community by seeking out novel and leading-edge approaches, methods, and techniques - wherever they are conceived. The theme for the 2022 Forum is Highlighting Analysts and Methodologies at the Cutting Edge. By sharing and incorporating the latest (and in-progress) developments across government, academia, private industry, and enthusiasts, the ETF aims to support and maintain relevant, timely, and early comprehension of lessons learned that may grow to have an outsized impact on the community at large.

The ETF seeks advancements in tools and techniques that enable decisive action in complex environments. Our tracks explore how information aggregation, processing, and computation can improve predictions of future needs and risk assessments of complex investment and operational strategies. Many of these efforts have seen rapid maturation and evolutionary leaps in analytic capability borne from recent global crises.

Call For Abstracts

The ETF committee is now seeking abstracts for technical presentations. Abstracts should fall under one of the main topics below or a topic of your choosing. All abstracts must be submitted as unclassified and 1,500 or less characters without images or videos. There will be a track for classified presentations. If you are submitting an abstract for the classified session, indicate the classification level at the time of submission. To submit an abstract, visit the Presenter Center or select the button above. Chairs will start reviewing abstracts 31 August 2022.

Dr. Baruch Fischhoff
Dr. Baruch Fischhoff

Dr. Baruch Fischhoff is Howard Heinz University Professor, Department of Engineering and Public Policy and Institute for Politics and Strategy, Carnegie Mellon University. A graduate of the Detroit Public Schools, he holds a BS (mathematics, psychology) from Wayne State University and a PhD (psychology) from the Hebrew University of Jerusalem. He is a member of the National Academy of Sciences and the National Academy of Medicine. He is past President of the Society for Judgment and Decision Making and of the Society for Risk Analysis. Dr. Kristen Kulinowski
Dr. Kristen Kulinowski

Kristen M. Kulinowski is the Director of IDA's Science and Technology Policy Institute, a Federally Funded Research and Development Center. In this capacity, she leads more than 40 researchers providing analysis of national and international science and technology issues for the Office of Science and Technology Policy in the White House, and other executive branch agencies including the Office of the Director of National Intelligence, NASA, and the National Science Foundation.Read More

Dr. Raj Iyer
Dr. Raj Iyer

Dr. Raj G. Iyer was selected for the Senior Executive Service in November 2020 and assumed the position as Chief Information Officer (CIO) for Information Technology Reform in the Office of the Secretary of the Army. As CIO, Dr. Iyer serves as the principal advisor to and directs all matters representing the Secretary of the Army relating to Information Management/ Information Technology (IM/IT). He sets the strategic direction and oversees the execution of policies and programs for IM/IT including managing an integrated IT architecture, enterprise data management, cybersecurity, and cloud management. Dr. Ryan Barrett
Mr. Ryan Barrett

Ryan Barrett is currently a Brookings Fellow assigned to the House Foreign Affairs Committee, Subcommittee on Europe, Energy, the Environment, and Cyber. He collaborates with various stakeholders in government, non-governmental organizations, and academics on foreign policy issues, as well as developing policy options for the Subcommittee Chair, Congressman Bill Keating. Prior to his current assignment, he was a program analyst for security cooperation initiatives at the Defense Security Cooperation Agency (DSCA), focusing on security assistance to Eastern European partners. Dr. Michael Ford

Michael Ford, PPPL’s associate laboratory director for engineering, leads more than 200 staff members in PPPL’s Engineering Department. A veteran of the nuclear U.S. Navy, his most recent position was strategy development director for the Energy and Global Security (EGS) Directorate at Argonne National Laboratory. There he led Phase I of the National Demonstration Reactor Siting Study supporting the National Reactor Innovation Center. Read More

How to send your Clearance to IDA:

DoD contractors and U.S. Government and military visitors can send their visit and clearance information two ways:

  1. They can have their Security Office send their visit and clearance information through the DoD Defense Information System for Security (DISS). You will need to provide them with IDA's Security Management Office (SMO) Code 7A293; POC: Stephanie Caico, 703-578-2792

OR

  1. They can have their Security Office FAX their visit and clearance information by a Visit Authorization Letter (VAL) to 703-845-2588. This FAX is monitored daily by the Reception Desk.

Non-DoD visitors
Should have their Security Office FAX their visit and clearance information via a Visit Authorization Letter (VAL) to 703-845-2588.

Parking/Transportation

IDA has a free surface parking lot for visitors at the corner of E. Glebe Road and Potomac Ave. Drive to the stop sign on E. Glebe Road (Giant will be on your right) and turn right on Main Line Blvd. Take the next left on Seaton Ave., then turn left into the surface parking lot entrance. The only entrance to the overflow parking lot is on Seaton Ave. There is not an entry/exit point on E Glebe Road. After parking, walk across E. Glebe Road and proceed left to the IDA front door. When visitors arrive at IDA, enter through the main doors off East Glebe Road.

Do not park in the Potomac Yard shopping center/Target store lot or the empty pavement directly across from the IDA building, as your car will be towed. Some paid parking spaces may be available in the public garage next to the IDA building (National Industries for the Blind/Kaiser Permanente). IDA does not validate external parking.

Fall Metrorail Closures Affecting Alexandria

Metrorail work on the new Potomac Yard station will affect Blue and Yellow Line service in Alexandria beginning September 10. Rail service south of the National Airport station will be temporarily suspended until October 22. Also, Metro will suspend Yellow Line service between the Pentagon and L'Enfant Plaza stations September 2022 through Spring 2023. The Virginia Railway Express (VRE) will be offering free rides in September and October during the Metrorail shutdown. Visit the City of Alexandria’s Metrorail impacts page for more information and commute planning resources. You can also use Metro’s trip planner for assistance while regular service is suspended.
