The Changing of the PHALANX Guard -- Dr
Julian Palmore recently announced he is stepping down as PHALANX
editor and relenquishing the reins to Paul West after the December
edition. First, I would like to extend a sincere welcome to Paul. I am looking
forward to collaborating with him as he leads PHALANX into the next
millennium. For Julian, I have nothing but praise and admiration. My first
association with Dr Palmore came when he recruited me for the lead article for
the December 1995 edition. That alone was not sufficient as Dr Palmore once
again came calling in 1998 when he came up with the idea of creating PHALANX
ONLINE. Our professional association was furthered fortified while serving
together as MORS Directors, where Julian succeeded me as Vice President for
Professional Affairs. We are deeply indebted to Dr Palmore for the successful
effort and personal dedication as our editor. While Jack Walker, FS took
PHALANX from a newsletter to a professional quarterly bulletin, Dr
Palmore has taken PHALANX to a higher level. His focus on quality and
technical content has turned PHALANX into the highly sought after
professional journal that it has become--a standard for a professional
organization.

The Military Operations Research Society has organized a workshop entitled "Chemical-Biological Weapons of Mass Destruction: Understanding the Problem. " The goal of this workshop is to develop a comprehensive and improved understanding of the Chemical-Biological WMD analysis problem confronting the United States at home and abroad and to assess the military operations research community's capabilities to support military and civil CB WMD defense, crisis response, and consequence management efforts. For further discussion of the workshop, please refer to the meetings section of the the MORS website: http://www.mors.org/meetings.htm and follow the link to this meeting under upcoming meetings. This workshop will be held 30 January - 1 February at Booz Allen Hamilton, McLean, Virginia and requires a Secret clearance.

The nomination period for the 2000 Department of Defense (DoD) Modeling and
Simulation (M&S) Awards has been extended to Dec. 15. Awards will be
presented May 30 during the 10th annual DMSO Industry Days.
PLEASE NOTE: DoD and Industry will submit to different locations. Detailed
nomination procedures and forms for government nominees are available on the
DMSO Web site at: http://www.dmso.mil/awards/

Awards will be presented in four categories for accomplishments during Fiscal
Year 2000 Oct. 1, 1999 through Sept. 30. A winner -- individual, team or
organization -- will be selected in each category. The first three categories
consist of the M&S functional areas -- training, analysis and acquisition.
The fourth category, a cross-functional area, considers those broader endeavors
that impact two or more of the functional areas.
The awards program, now in its third year, was initiated by the DMSO in 1998 to
enhance M&S awareness throughout the DoD, and to recognize excellence,
innovation and achievement in advancing the "state of the art" of
M&S and/or in contributing to interoperability and reuse in support of DoD
M&S objectives. This includes, but is not limited to, the development of
standards and architectures; techniques and tools; synthetic environments; and
new military applications. All units, organizational elements and individuals
-- both civilian employees and active duty service members -- of the DoD
Components that are involved with the development and/or use of M&S are
eligible.

Did you know that on two occasions MORS and MAS published separate newletters? Although there was some degree of repetition, the MORS PHALANX tended to focus on MORS events, with announcements of MAS/ORSA events while the MAS PHALANX was just the converse. The first dual PHALANX occurred exactly 25 years ago. The MORS version is contained below in the PDF file.

This is truly my last word as PHALANX
Editor. I want to thank several people for their support of MORS publications
during my time as editor. First is Corrina Ross Witkowski without whose
daily efforts as Communications Manager no MORS publication would appear.
Corrina was particular important in bringing to closure many details for the
special issue of Military Operations Research on Warfare Analysis and
Complexity - the New Sciences. She masterfully managed the publication process
for both PHALANX and MOR since her start at MORS in 1997.
Secondly, I want to thank Dick Wiles, Natalie Kelly, Bob
Sheldon, Jerry Kotchka, Fred Hartman and Chris Fossett,
FS for their support, encouragement and involvement in PHALANX when it counted
most. Thirdly, I want to thank the MORS office Cynthia Kee LaFreniere, Jarvey
Nelson, Christine Parnell and Michael Cronin who have
contributed much over the years to the publication of MORS proceedings,
Heritage books and Societal materials. I now look forward to pressing ahead
with new MORS endeavors including the first special meeting of the new
millennium on Weapons of Mass Destruction in January 2001.
