Working Group 24 Charter
Measures of Merit

(Last Updated 28 August 2007)

Purpose: The purpose of the Measures of Merit (MoM) Working Group is to provide a broad-based forum for the discussion of the history, development, and both successful and unsuccessful use of MoMs within the military operations research community.

Discussion: Areas for consideration within Working Group 24 include:

  • Development of MoMs

  • Verification and validations of MoMs

  • Avoidance of misuse of MoMs

  • Exchange of lessons learned in MoM application

  • Challenging topics for measuring merit

Recent topics have been the development of MoMs for training and performance measures and models; national missile defense; stability operations; Joint feasibility studies; Future Combat Systems evaluation; network analysis; munitions effectiveness; and operational test and evaluation.

Other Working Groups: The broad scope of the Measures of Merit Working Group makes it ideal for collaborating with many (if not all) other working groups in terms of joint sessions. Most frequent interchanges are with working groups in the Acquisition, C4ISR & Network Centric Operations, and Joint Warfare Composite Groups.
