Working Group 18 Charter
Strategic Deployment and Distribution

PURPOSE: To provide opportunities for the professional exchange of ideas concerning current studies and solutions as well as new techniques and analytical approaches to applying operations research to deployment and distribution problems.
DISCUSSION: Rapid global deployment and distribution continues to be a credible component of deterrence. Deployment and distribution provides the critical speed, flexibility, and responsiveness necessary to project and sustain US forces anywhere in the world to meet an ever expanding range of contingency requirements to promote US strategic and humanitarian interests as the world’s only true superpower. The Department of Defense (DoD) deployment and distribution system works as a multi-service integrated system, combining a number of transportation and strategic inventory resources. These include the integration of surface movement (both in CONUS and theater), airlift, sealift, aerial refueling, enroute staging bases, and reception, staging, onward movement and integration (RSOI) operations, and forward positioned stocks.
While US forces and defense budgets have been shrinking, worldwide force commitments and humanitarian relief efforts increase. These increased demands on transportation assets and requirements for flexibility in response are expected to continue. Force redesign and flexible deterrent options along with various deployment and distribution initiatives are being addressed by the deployment and distribution community. The Strategic Deployment and Distribution Working Group welcomes papers and presentations that address the strategic, operational, and tactical components of the DoD deployment and distribution system.
