Working Group 17 Charter
Joint Campaign Analysis

Purpose : The purpose of the Joint Campaign Analysis Working Group is to provide a forum for the exchange of information about key aspects of today’s multi-faceted campaign analysis in support of joint decision making processes. Our primary goal is to support better-informed DoD decisions. This working group’s exchanges foster a heightened appreciation of the role of campaign analysis in the context of current and future DoD decision making concerning military operations, force structure, basing, and procurement. Our secondary goal is to improve the quality of all aspects of campaign analysis, from design of experiments and data collection to modeling and interpretation of results. The working group’s peer review of current and emerging modeling and analysis techniques and procedures, from a plethora of service and combatant command viewpoints, helps achieve this goal.

Discussion: Our armed forces today face a world in which threats are widespread and uncertain, and where conflict may be asymmetric and unpredictable. The community is developing a new generation of analytical tools and new broader methodologies to combat terrorism to help meet today’s analytical needs. WG-17 strives to examine the effectiveness of today’s campaign analysis with respect to the dynamic and changing nature of combat and non-combat operations facing commanders across the globe. Group participants present and discuss analytical techniques to identify their applicability and limitations in light of current world developments. Presentations include results of analyses and discussions and exchanges of measures of effectiveness between the warfighting and acquisition analytical communities. Peer review of the analysis techniques and results is an important element of the working group activity. Members of the service and combatant command communities are active discussants of analytical approaches and research results.
