Working Group 9 Charter
 Countermeasures

Purpose: The purpose of the Countermeasures Working Group is to promote the exchange of analytical techniques, to permit the peer review of methods and results, and to provide a means for continued growth of military operations research within the sphere of the electronic attack and electronic protection functions of all the services.  The principle focus of this working group is the improvement of the effectiveness, reliability, and responsiveness of electronic warfare assets and processes within the framework of joint warfare. 

Discussion: The electronic warfare (EW) community can be proud of a heritage that reflects more than fifty years of being in high demand during conflicts, but often receiving low priority through peacetimes.  EW will continue to make important contributions to the survival of our forces well into this new millennium.  The proliferation of threats as varied and dangerous as digital surface-to-air missiles and improvised explosive devices will continue.  Practitioners of EW must apply the lessons learned from the past toward developing and sustaining a joint and integrated countermeasure capability that is poised to rapidly react to the demands of current and future conflicts.  Through previous conflicts, the EW community has learned that countermeasure system requirements, and acquisition and sustainment processes must be responsive or ground and air superiority can be lost.

Working Group 9 provides a forum for the presentation and discussion of papers on operations research methodologies, models and simulations, and other analysis tools that support the following areas of interest: EW flagging models; foreign materiel exploitation; EW hardware, software, and mission data requirements and development; EW test and evaluation; EW reprogramming and supporting databases; EW effectiveness and reliability assessment programs and readiness reporting; joint tactics, techniques, and procedures for the integration, command, and control of EW self-protection and for lethal and non-lethal suppression of enemy defense assets; and conveying the military worth of EW to senior staff.  Participation and papers are encouraged from all service and joint organizations of completed projects, works in progress, or mission activities supporting EW.

Other Working Groups: Working Group 9, Countermeasures, is part of Composite Group B, C4ISR and Network-Centric Operations, and participates in composite group sessions of common interest with other working groups.
