Working Group 6 Charter
Battle Management/Command and Control (BMC2)

Purpose: The purpose of the BMC2 (Battle Management/Command and Control) working group is to promote the exchange of analytical techniques, permit the peer review of methods and results, and provide a means for continued growth of military operations research and related disciplines as applied to BMC2.

Discussion: Information superiority is at the heart of Joint Vision 2020 (JV 2020).  It builds upon and extends the conceptual template established by Joint Vision 2010 to guide the continuing transformation of America’s Armed Forces.  The key enablers of information superiority are Command, Control Communications and Computers (C4) and Intelligence, Surveillance and Reconnaissance (ISR).  ISR deals with the sensors by which targets on the battlefield are acquired and C4 is the means by which information is distributed and processed by battle command nodes and the shooters.  The concept of BMC2 integrates the elements of C4 and ISR into actions which direct and monitor the performance of forces on the battlefield.  

Working Group 6 is concerned with issues including but not limited to: (1) major theaters of war (2) operations other than war (3) the infrastructure (4) information architectures (5) analytical techniques and tools and (6) lessons learned from current combat operations. In coming years BMC2 will undergo profound changes driven by the rapid advance of information systems technology, implementation of the Global Information Grid (GIG), and the evolution of threats we face. Also of major interest for the future is analysis aimed at investigating the relative contribution of BMC2 to force effectiveness.

Other Working Groups: WG 6 conducts joint sessions with other composite group B Working groups. These include WG 5 - The Operational Contribution of Space, WG 7 - ISR and Intelligence Analysis, WG 8 - Information Operations/Information Warfare, WG 9 - Electronic Warfare & Countermeasures, and WG 10 – Military Environmental Factors.
