Group 5 Charter
Homeland Defense and Civil Support
Since the terrorist attacks on the United States in September 2001, there has been an increase in efforts to strengthen security of the United States homeland, to include the establishment of the US Department of Homeland Security (DHS) and the US Department of Defense addition of US Northern Command (USNORTHCOM), both in 2002. These organizations have expended great effort, along with local, state, and other federal agencies, to create and maintain effective security plans, operations, and strategies for the US Homeland. Each organization has its own mission and focus. USNORTHCOM’s stated mission is to conduct operations to deter, prevent, and defeat threats and aggression aimed at its territories and to provide Defense Support of Civil Authorities. DHS’s stated mission is to lead the unified national effort to secure America; to prevent and deter terrorist attacks and protect against and respond to threats and hazards to the nation; and ensure safe and secure borders, welcome lawful immigrants and visitors, and promote the free-flow of commerce. It is imperative that these organizations understand each other’s missions and strategies and work together.
Purpose: The combination of traditional defense missions and DoD support of civil authorities is driving an unprecedented transformation within the Department of Defense. In addition, the new mission is also impacting on other agencies involved with securing and protecting the US homeland at all levels of government. The Homeland Defense and Civil Support Working Group will seek to expose new and innovative techniques used to assess both the traditional defense issues associated with securing the homeland as well as the new and unique issues associated with DoD support of civil authorities/agencies. We will endeavor to provide recommendations for cooperative interaction in a wide variety of scenarios that are brought to our attention through MORS events. We recognize that collaboration, cooperation, and communication among agencies with similar missions is essential to the effective protection, prevention, and if necessary, response and recovery from threats to the US Homeland.
