PURPOSE:
To
identify, explore, analyze and discuss international security and proliferation
issues relating to weapons of mass destruction (WMD) with respect to control,
mitigation and delivery.
DISCUSSION:
The
discussion of the working group cover analyses of proliferation issues
associated with monitoring, verifying and securing weapons usable materials,
infrastructures, processes and postures; proliferation of WMD; current bilateral
and multilateral issues and discussions; formulations of potential negotiation
polices and positions; impact of future weapon systems and force structure on
international security and proliferation; the impact of present and potential
future weapons systems options, defense policy; and military methods to counter
the proliferation of WMD to potential adversaries throughout the world. This
group explores methodologies that can create a better understanding of the
issues and implications involved in alternative approaches to WMD proliferation
prevention and international security initiatives. Interest areas include
strategic, intermediate and tactical defenses, nuclear testing, threat
reduction, chemical/biological, conventional, controls, detection and
mitigation. Methods to counter proliferation include both offensive operations
to nullify or destroy WMD capabilities and forces, and defense capabilities to
operate in the presence of hostile WMD. The working group may also investigate
the status and future prospects for regional stabilities and military
capabilities, or explore analytical methods employed by other nations involved
in the arms control process, and thereby provide a perspective that is
particularly helpful to those involved in formulating service and agency
positions in arms control negotiations and implementation.
OTHER
WORKING GROUPS: The
International Security and Proliferations Working Group may hold periodic joint
sessions with the Strategic Operations; Missile Defense; Revolution in Military
Affairs; Nuclear, Chemical, Biological Defense/ and Operations Research,
Cooperative Threat Reduction, and Intelligence Working Groups to discuss various
issues related threat reduction and proliferation issues.
