Warrior Analysts: How Can We Be Better Combat Multipliers?

Operations Research Analysts are proving to be combat multipliers in the current conflicts throughout the world.  Their impact is being felt not only in Operation Iraqi Freedom and Operation Enduring Freedom but also in Korea, the Pacific Rim, and throughout the Americas.  In fact, analysts are playing an increasingly significant role in the entire Global War on Terror (GWOT).  We have been in this current fight for slightly over five years.  Recent analytic work has saved lives, focused efforts and helped capture terrorists, but like the direct combat operations, it is not enough to simply continue what we are doing - we have to continue to improve. 

The Military Operations Research Society (MORS) has looked at the topic of analysts' roles and impact in combat twice in the last couple of years in its continuing efforts to serve the military community.  The two previous special meetings were Combat Analyst: Deploying Quantitative Support to the Combatant Commander (Jan 2003) and The Global War on Terrorism: Analytic Support, Tools and Metrics of Assessment (Dec 2004).  Additionally, there have been significant discussions for many of the past years at the annual symposium.

The overall goal for this special meeting and for each Working Group is to identify how the individual analyst in a combat command can be a greater combat multiplier for the commander.  We will approach this in each Working Group by identifying: topics and approaches of analytical success or remaining challenges; topics and approaches that have remained constant across conflicts, regions and time, and those that have changed or need to change and challenges that can be addressed quickly and those requiring more detailed analytical effort.  Specifically, we invited you to participate in one of the four following Working Groups:

WG 1: Combat Analyst Development, Education and Tools (CADET)
WG 2: Analysis in Support of Current Operations
WG 3: Developing Metrics of Success
WG 4: Best Practices for Developing Lessons Learned

To be successful, each Working Group must bring together individuals across the services, include interagency interactions and tap combatant commands around the world.

This workshop will be held 30 January-1 February 2007 at Booz Allen Hamilton, McLean, Virginia.  Registration will begin at 0700 on Tuesday, the 30th.  A continental breakfast will be available each day. You are invited to apply to participate in this special meeting.  Attendance will be limited by the space available.  A specific number of slots will be reserved for issue leaders, working group chairs, and synthesis group members.  Other participants will be selected using a combination of the criteria below:

Distribution across issue areas
Distribution across the segments of the OR community
Broad experience in providing quick response analysis
Specific experience in framing issues for analysis.

The workshop will be at the classified level with participation limited to those with clearances and need-to-know certified.  Selected members of the TTCP from UK, Canada, and Australia will be invited to participate.  US Citizens must complete a copy of the MORS Personal Security Form and FAX it to MORS at 703/933-9066 or mail it to us at 1703 North Beauregard Street, Suite 450, Alexandria, VA 22311.  Invited TTCP participants must submit their clearances through their approved channels to Mr. James Bexfield, FS, OSD/PA&E, 703-695-7945, FAX 703-614-2981, james.bexfield@osd.mil.

If you do not have a MORS ID, please fill out the attached ID card form, attach a photo and submit it with your Security Form.  You may also send your ID form via email to Idphoto@mors.org.

If you make a presentation, you need to fill out a Disclosure Form (Form 712 A or B) and submit it to the MORS Office. A Disclosure Form is attached.   PLEASE NOTE:  All papers that are not Unclassified - Approved for Public Release must be submitted to the appropriate Service International Programs Office for foreign disclosure approval.  The Service Disclosure Approval letter must be submitted to MORS along with the completed Disclosure Form - 712 A or B.

Rate is $188 + tax.  Cut off to make a reservation is 30 December 2006.  Rate includes a full breakfast and shuttle to Booz Allen Hamilton.  The shuttle runs every 15 minutes.

MEALS: There will be a catered buffet lunch each day.  The cost of lunch is $15 per day.  Please include lunch fees with your registration fees.
