Test & Evaluation, Modeling and Simulation and VV&A: Quantifying the Relationship Between Testing and Simulation

Dear Colleague,

As the use of models continues to become more prevalent in system design, expectations are that they also will become a more central tool supporting system development and test and evaluation.  In many cases, models or simulations could be expected to become a primary evaluation tool for addressing Operational Requirement Documents (ORDs) and Critical Technical Parameters (CTPs), and for resolving Critical Operational Issues (COIs).

With this increased reliance on M&S in systems acquisition, VV&A of M&S becomes even more critical.  While there have been considerable advances in M&S technology, there has been limited comprehensive research and review of VV&A methodology.  Most VV&A is accomplished with Subject Matter Experts (SMEs) who review simulation predictions and test results, and provide a subjective opinion on the adequacy of the model.  There are few examples of an objective process or quantitative criterion that allows the decision maker to fully understand why the model is or isn’t good enough for the particular application. Furthermore, in many instances, there is inadequate definition of the intended application of the model – a critical element in any accreditation.

To address these issues, the Military Operations Research Society has organized a workshop entitled "Test & Evaluation, Modeling & Simulation, and VV&A:  Quantifying the Relationship between Testing and Simulation." For further discussion of the objectives and goals of the workshop, please read the enclosed Terms of Reference.

This workshop will be held 15, 16, 17 October 2002 at the Energy Training Complex, 1401 Maxwell Street, Kirtland AFB, West, Albuquerque, NM  87118.   Registration will begin at 0700 on Tuesday, the 15th.  You are invited to apply to participate in this special meeting.  Attendance will be limited by the space available. 

An application form to attend the workshop is enclosed.  Registration fees are:  US Federal Government - $200; All others - $400. There will be a catered buffet lunch each day.  The cost of lunch is $12 per day. Please include lunch fees with your registration fees. 

A block of rooms has been reserved at the Radisson Hotel & Conference Center, 2500 Carlisle NE, Albuquerque, NM  87110, phone 505-888-3311.  Room rates are $65 single/$85 double and subject to 10.8125% tax.  When you call to make your reservation, state that you are with the MORS workshop.   Cut-off date for rooms in the block is 14 September 2002.  

As a matter of interest, the Albuquerque Balloon Fiesta takes place the week before the workshop, and ends on Sunday October 13th.  If you are interested in attending any of the events of the Fiesta, you are encouraged to get room reservations at the Radisson as soon as possible.

The workshop will be at the Unclassified level.  If you are interested in making a presentation, please see the Call for Papers.   If you present a paper, you need to fill out Form 712 AU or BU – a MORS Disclosure Form – and submit it to the MORS Office. All presentations must be UNCLASSIFIED AND APPROVED FOR PUBLIC RELEASE.  A Disclosure Form is attached.
