Operations Analysis Support to Network Centric Operations

Many organizations are interested and involved in employing and analyzing Network Centric Operations (NCO).  The analytic community needs to support the military services with assessments as Network Centric Operations is being developed.  The community should play a leadership role in creating/refining these needed metrics, processes, methodologies, models and simulations.  The community should share efforts, successes and failures in the key capabilities.

Using previous examples of operations analysis applications to Network Centric Operations, the goal of this meeting is to bring a multi-disciplined team of analysts, operators and engineers together to share their work, develop a common view of the state of the practice, expose members of the broader analytic community to their needs, identify shortfalls and potential solutions.  To discuss these issues, MORS will hold a mini-symposium/workshop on Operations Analysis to Support Network Centric Operations.  The overall objectives of this special meeting will be to provide an assessment and roadmap to revitalize the state of the analytical practice and to recommend priorities for any initiatives. For further discussion of the workshop, please read the enclosed Terms of Reference.

This mini-symposium/workshop will be held 27-29 January 2004 at Booz Allen Hamilton, McLean, Virginia.  Registration will begin at 0700 on Tuesday, the 27th.  A continental breakfast will be available each day. You are invited to apply to participate in this special meeting.  Attendance will be limited by the space available.  A specific number of slots will be reserved for issue leaders, working group chairs, and synthesis group members.  Other participants will be selected using a combination of the criteria below:

Distribution across the segments of the OR community

Broad experience in providing quick response analysis

Specific experience in framing issues for analysis.

An application form to attend the mini-symposium/workshop is enclosed.  Registration fees are:  US Federal Government - $225; All others - $450. One day attendance for the Mini-Symposium only is US Federal Government -- $115 and All others -- $230.  A block of rooms has been reserved at the Holiday Inn, Tysons Corner, phone 703-893-2100.  The rate is $150.00 + 6.5% tax.   The cut-off date for reservations in the block is 5 January 2004. There will be a catered buffet lunch each day.  The cost of the lunches is $14 per day. Please include lunch fees with your registration fees.  In addition, please fill out the attached Working Group Preference Form and return it with your application form. The workshop will be at the UNCLASSIFIED level.  If you present a paper, you need to fill out Form 712 AU or BU -- a MORS Disclosure Form -- and submit it to the MORS Office. All presentations must be Unclassified and Approved for Public Release, Distribution Unlimited and Exempt from Export Licensing and Other Approvals Under the International Traffic in Arms Regulations (Regulations 22 CFR 120 et seq.).  A Disclosure Form is attached.
