Improving
Cooperation Among Nations in Irregular Warfare Analysis
|
| To
enhance collaboration among U.S., allied and partner military analysts in
the area of Irregular Warfare analysis. |

| To
improve the ability of defense analysts to assess Irregular Warfare,
particularly through the use of analytically supported wargames. |
There
will be an optional pre-conference session on Monday, December 10.
An Agent Based Modeling Users Group meeting will be held, and
participants in the IW workshop are welcome to participate.
The
workshop itself will begin on Tuesday, December 11 in Plenary Session.
After the Keynote Address, a senior panel will be held discussing
irregular warfare analysis activities in each participant’s country.
Representatives from numerous countries have been invited to participate
in this panel and to present a brief overview of IW analysis activities in their
country.
The
workshop will then break into four working groups that will meet for roughly two
days. Each working group session
will be focused on an aspect of Irregular Warfare. Each working group will
suggest and identify opportunities for future collaboration. The working groups
are:

Insurgency/counterinsurgency (COIN) |

Combating Terrorism |

| WG3:
Stabilization, security, transition, and reconstruction operations (SSTRO) |

| WG4:
Maritime Security Operations (e.g., maritime theater security cooperation,
protection of shipping and critical infrastructure, and humanitarian
assistance)

Attendees
are invited to present a paper in any of the working groups, but presenting a
paper is not a requirement for being able to attend. Working group leads will
review requests to present research, develop their program, and contact selected
presenters with further details on administrative requirements.
A few
members of the COIN and SSTRO working groups will separate from the main group.
Participants will be divided into teams to play and then assess an
unclassified scenario. We are
interested in gathering any insights you might be able to offer on developing
and orchestrating irregular warfare scenarios and wargames.
You are invited to send representatives to participate in the wargames.
The
Workshop will be held in English and translators will not be provided.
Conference
registration fees are: Entire Workshop (11 -13 December) – US Federal Government
– Member - $575; Non-Member - $640. Non-US Government – Member - $675;
Non-Member - $750. Fees for one-day
only (11 December) are: Members -
$325; Non-Members - $375.
Attendees
will be able to purchase lunch at one of several Club
Del Monte facilities on campus.
We have
reserved a block of rooms at the Hyatt Regency Monterey, 1 Old Golf Course Rd,
Monterey, CA 93940, Phone 831-372-1234. The
hotel is within walking distance of the Naval Postgraduate School campus and the
workshop. Rooms in the MORS block are $125 + $10 Amenity Fee + tax.
Hotel reservations are the responsibility of each individual.

Identify yourself as an attendee at the MORS Workshop to insure
that you get the Military Operations Research Society rate.
If you
make a presentation, you need to fill out a Disclosure Form (Form 712 AU or BU)
and submit it to the MORS Office. A Disclosure Form is attached.
All presentations must be certified to be: Unclassified, Approved for
Public Release, Distribution Unlimited, and Exempt from U.S. export licensing
and other export approvals under the International Traffic in Arms Regulations
(22 CFR 120 et seq.).

FOREIGN
VISITORS PLEASE NOTE:
Naval Postgraduate School has coordination requirements for visitors from
non-U.S. countries. Each individual who wants to attend the Workshop must do so
as an official representative of his or her country.
In accordance with NAVPGSCOL Instruction 5510.1E, prospective attendees
must contact the Defense Attaché at his or her embassy in Washington, DC, and
ask that a Standard International Visit Request to attend a MORS Workshop at the
Naval Postgraduate School, Monterey, CA, be submitted through the Navy
International Programs Office. That
office will, in turn, forward the Foreign Visit Request (FVR) to NPS for
approval. Prospective non-US
participants are encouraged to submit this paperwork early. NPS will provide
foreign visitor escorts using site staff, students or faculty, or other U.S.
participants.
