The Global War on Terrorism: Analytic Support, Tools and Metrics of Assessment

Dear Colleague,

The September 11, 2001 terrorist attacks on the World Trade Center and the Pentagon have thrust the United States into the Global War on Terrorism (GWOT).  As a result the U.S. has joined the rest of the world by entering into a new age of instability.  Combating these terrorist threats has demanded that our armed forces conduct operations simultaneously across the full spectrum of conflict – from conventional combat in major contingency operations as in OPERATION IRAQI FREEDOM to peace operations such as OPERATION JOINT FORGE.  Subsequently, the value of analysts who support the warfighter has and will continue to be a significant combat multiplier in these efforts.

Recent experiences in providing analytic support to the combatant commanders in the prosecution of the GWOT have brought to the fore several areas that are of major importance and interest to the warfighter.  These include:

The determination of nation state and regional instability

The conduct of stability operations

Analytic Tools to support the GWOT

Metrics of Assessment in the GWOT

The proposed meeting will provide a forum for discussing analytic support, tools and metrics of assessment in the Global War on Terrorism.  The workshop will bring together analysts and decision-makers from within DoD (e.g., Services, Combatant Commands, and associated Agencies), from other Departments (e.g., State and Homeland Security), as well as Allied countries.  The goal is to gain insight on operational assessment techniques and capabilities to better support the Global War on Terrorism. For further discussion of the workshop, please read the enclosed Terms of Reference.

This workshop will be held 30 November – 2 December 2004 at the Naval War College, Newport, RI.  Registration will begin at 0700 on Tuesday, the 30th.  A continental breakfast will be provided each day. You are invited to apply to participate in this special meeting.  Attendance will be limited by the space available.  A specific number of slots will be reserved for issue leaders, working group chairs, and synthesis group members.  Other participants will be selected using a combination of the criteria below:

Distribution across issue areas

Distribution across the segments of the OR community

Broad experience in providing quick response analysis

Specific experience in framing issues for analysis.

The Tuesday Plenary Session and some of the working groups will be at the UNCLASSIFIED level, to permit participation by participants from our allied countries.  Selected working groups will be at the SECRET level with participation limited to US Citizens with SECRET clearances and need-to-know certified. If you are a US Citizen, please fill out a copy of the enclosed Personal Security Form (226 A or B) and submit it to the MORS Office.  If you do not have a MORS ID Card, please fill out the attached ID card form, attach a photo and submit it with your Security Form.

If you make a presentation, you must fill out a Disclosure Form (Form 712 A or B) and submit it to the MORS Office. A Disclosure Form is attached.   All presentations in the Plenary and Unclassified Working Groups must be Unclassified and Approved for Public Release. 

An application form to attend the workshop also is enclosed.  Registration fees are:  Entire Workshop:  US Federal Government - $225; All others - $450. Plenary Only:  US Federal Government -- $115; All others -- $230.  Please fill out the attached Working Group Preference Form and return it with your application form. There will be a catered buffet lunch each day.  The cost of the lunch is $10 per day. Please include this fee with your registration fee.  A block of rooms has been reserved at the Newport Marriott Hotel, 25 America’s Cup Avenue, Newport, RI  02840; phone 401-849-1000.  The rate is $94.00 + tax.   The cut-off date for reservations in the block is 8 November 2004.
