Capabilities-Based Planning: The Road Ahead

The Department of Defense is implementing a new planning paradigm.  The general goal of "capabilities-based planning (CBP)” is to better allocate resources—both in the near term through more effective use of current forces, and in the future through sound force structure decisions. The new construct, stresses joint solutions to problems, requires identifying risks tradeoffs within and across mission areas, and treats uncertainty explicitly.

Several allied countries have incorporated CBP into their force planning processes and we will hear from them during the workshop.  The objective of CBP as applied to future force planning is to help DoD develop, within overall resource limits, a flexible force capable of responding to a wide spectrum of possible conflicts.  Some supporting CBP initiatives include:

The Joint Capabilities Integration and Development System (JCIDS);

The Enhanced Planning Process (EPP);

New acquisition regulations (5000 series) that focus decisions on a broader mission context;

The Analytic Agenda, which fosters better analysis through improved data and models.

The Military Operations Research Society has organized a workshop entitled "Capabilities Based Planning:  The Road Ahead."  The goals of the workshop are:  (1) to inform the military operations research community of “where we are;” (2) to identify ways to collaborate and cooperate to improve consistency – including with allies;  (3) review the lexicon and suggest changes;  (4) identify emerging needs in theory, data and methods – and suggest solutions.  For further discussion of the workshop, please read the enclosed Terms of Reference.

This workshop will be held 19-21 October 2004 at the Institute for Defense Analyses, Alexandria, Virginia.  Registration will begin at 0700 on Tuesday, the 19th.  The workshop will be preceded by an optional preparatory session on Monday afternoon, 18 October 2004, also at IDA.  It will include overviews of the lexicon, JCIDS, EPP, and the Analytic Agenda.  The session is open to anyone who registers for either the full workshop or the plenary only at no additional fee.  Details on the Monday Pre-Workshop Session will be sent with the meeting invitation packet.  A continental breakfast will be available each day. You are invited to apply to participate in this special meeting.  Attendance will be limited by the space available.  A specific number of slots will be reserved for issue leaders, working group chairs, and synthesis group members.  Other participants will be selected using a combination of the criteria below:

Distribution across the segments of the OR community

Broad experience in providing quick response analysis

Specific experience in framing issues for analysis.

The Monday Pre-Workshop Session, Plenary Session, and some of the working groups will be at the UNCLASSIFIED level, to permit participation by participants from our allied countries.  Selected working groups will be at the SECRET level with participation limited to US Citizens with SECRET clearances and need-to-know certified. If you are a US Citizen, please fill out a copy of the enclosed Personal Security Form (226 A or B) and submit it to the MORS Office.  If you do not have a MORS ID Card, please fill out the attached ID card form, attach a photo and submit it with your Security Form.

If you make a presentation, you must fill out a Disclosure Form (Form 712 A or B) and submit it to the MORS Office. A Disclosure Form is attached.   All presentations in the Monday Pre-Workshop Session, the Plenary and Unclassified Working Groups must be Unclassified and Approved for Public Release. 

An application form to attend the workshop also is enclosed.  Registration fees are:  Entire Workshop:  US Federal Government $225; All others - $450. Plenary Only:  US Federal Government -- $115; All others -- $230.  Please check the box if you plan to attend the Monday session.  Please fill out the attached Working Group Preference Form and return it with your application form. There will be a catered buffet lunch on Tuesday.  The cost of the lunch is $9.00. Please include this fee with your registration fee.  Lunch will be available in the IDA cafeteria on Wednesday and Thursday. 

A block of rooms has been reserved at the Sheraton Pentagon South Hotel, 4641 Kenmore Avenue, Alexandria, VA  22304; phone 703-751-4510.  The rate is $150.00 + 10% tax + $1.00 occupancy fee.   The cut-off date for reservations in the block is 18 September 2004.
