Analyzing the Value of Infrastructure

The Military Operations Research Society has organized a workshop entitled "The Value of Infrastructure.”  This Workshop will be held 14-16 November 2006 at the Center for Strategic Leadership, Collins Hall, US Army War College, Carlisle Barracks, PA. 

The objective of the “Value of Infrastructure” workshop is to lay a foundation for measuring the military value of infrastructure and projecting future infrastructure requirements from a joint perspective.  The Army’s Assistant Chief of Staff for Installation Management (ACSIM) and the Studies and Analysis, Assessment and Lessons Learned Office of the Air Force (HQ USAF/A9) have put forward some specific topics for the workshop.  Given the defense posture worldwide, infrastructure requires continual upgrade and modernization while constrained resources drive the need for alternative strategies to address future infrastructure issues.  Based on this, the workshop’s strategic focus areas are:

Future infrastructure requirements

Transformational strategies

Performance metrics measuring infrastructure efficiencies

World-wide basing assessment.

Workshop participants should be DoD decision makers and military operations research analysts who can frame and assess input regarding worldwide basing and infrastructure requirements, and infrastructure implications of transformational strategies being considered by the Department. Analysts and installation subject matter experts who can craft metrics to assess installation performance and efficiencies should also participate.  The expected outcomes would be methodologies and metrics to aid decision makers in framing and making infrastructure and basing decisions. 

You are invited to apply to participate in this special meeting.  Attendance will be limited by the space available.  A specific number of slots will be reserved for issue leaders, working group chairs, and synthesis group members.  Other participants will be selected using a combination of the criteria below:

Specific experience in framing issues for analysis.

An application form to attend the workshop is enclosed.  Registration fees are:  Entire Workshop (14-16 November) – US Federal Government – Member - $575; Non-Member - $640. Non-US Government – Member - $675; -- Non-Member - $750.  Fees for the one-day Mini-Symposium only (14 November) are:  Members -- $325; Non-Members -- $375. 

There will be a catered buffet lunch on Tuesday and Wednesday.  The cost of lunch is $15.50 per day. Please include lunch fees with your registration fees.

If you have a DoD decal on your vehicle, or if you are in a government vehicle, you will be able to pass through the gates at USAWC.  Others will need to have a temporary vehicle pass for the duration of the workshop.  Please fill out the attached form and return to MORS along with your application form.  We will forward the information to the US Army War College so that they can prepare a vehicle pass for your arrival.  If you are arriving in a rental car, you will need to fill this information out when you arrive to register at the MORS Registration Desk at USAWC. Temporary vehicle passes will be issued at the registration desk, so those without decals will still need to use the “No-Decal/Visitors” lane of the Claremont Road/Back gate of USAWC the first time they enter post.

The US Army War College is holding a block of rooms for MORS workshop participants.  Call Central Reservations at 1-866-363-5771 and ask for a reservation in the MORS block.  The cost is $56.00 per room.

If you make a presentation, you need to fill out a Disclosure Form (Form 712 AU or BU) and submit it to the MORS Office. A Disclosure Form is attached.   All presentations must be Unclassified and Approved for Public Release.
