30 April - 2 May 2013 at the Admiral Gooding Center at the Navy Yard, Washington, DC

Overview 
The workshop will focus on the realities we face, with emphasis on understanding OMB and CBO projections/assessments, NSC and legislative perspectives on the national security strategy and on the analytics we need to apply in this and future reviews.  Most of the work will be in working group sessions focused on the principal DoD organizational players (OSD, JS/COCOMs, and Services).  The intent is to avoid the politics and instead focus on what each organization sees as their main challenges, mechanisms of analysis to address these challenges, and shortfalls.  A major goal is to identify insightful analytical questions and obtain novel ideas on how to structure the QDR and develop strategy in an austere budget climate.

Security - The workshop will be conducted at the SECRET releasable FIVE EYES level with allied participants expected from Australia, Canada, New Zealand, and the United Kingdom.
