Meeting Purpose and Description: The purpose of this meeting is to develop a community of practice surrounding operations research methods for transnational high-value issues including threats from terrorism, narcotics, proliferation, organized crime, state instability and infectious diseases, particularly focused on customers and methods outside the traditional defense scope. While operations research methods are in use in these fields, their application is of a less mature and developed nature than in traditional problem areas such as military planning, logistics, and counterinsurgency. Little guidance exists on how to define and evaluate the utility of operations research methods for these transnational issues, select a method appropriate for the question at hand, or present the results to policymakers. The unique problems associated with these issues – small datasets, the substantial role of information derived from intelligence sources and methods, confounding issues across countries and regions, to name a few – suggest the most appropriate and beneficial operations research methods to apply may differ significantly from those in analogous, but dissimilar areas such as counterinsurgency, police operations and strategic deterrence calculations. - Register today and be part of the important meeting.

- The Honorable James R. Clapper, Director of National Intelligence, will deliver the meeting's keynote address.
- Mr. Robert Kelley, Senior Research Fellow, Stockholm International Peace Research Institute, will deliver the meeting's plenary address. Mr. Kelley was among the members of the Secretariat of UN's IAEA who share in the 2005 Nobel Peace Prize.
